A barebones, cash-only cafeteria run by an association inside the Palacete O'Neill, tucked above lower Chiado, serving an honest daily Portuguese menu for under ten euros. The reward beyond the bacalhau and feijoada is a near-private terrace looking over the Tagus. A genuine institution that locals guard.
