On the rooftop of the Old War Office, now Raffles London, Endo Kazutoshi runs a Japanese kitchen that reads Mediterranean at the edges, robata-grilled wagyu and line-caught fish, edomae sushi at an eight-seat counter, a sake list that justifies its own evening. Panoramic windows look across Whitehall, Horse Guards Parade and the Foreign Office; the eight-seat counter is the seat to take. With Endo at the Rotunda closed since the September 2025 fire and rebuilding without a confirmed reopening, Kioku is the definitive open-doors Endo room in 2026.
Book the eight-seat counter for the omakase, not the dining room, the room is handsome but the counter is the experience. Sunset table on the terrace from May to September. The turret private rooms seat eight; rare for a hotel restaurant.
