Arka has run from a stone room on Cumhuriyet since 2013, with a small terrace facing the Kumbahçe pebble line and a kitchen built around two propositions: Neapolitan-style pizza from a wood oven and a creamy seafood risotto the regulars order without looking at the card. The room reads more village trattoria than waterfront tourist trap, red-and-white check, photographs from Italy on the walls, no reservations, and the Michelin Bib Gourmand has sat with the address every year since 2024.

No reservations; arrive at 19:30 for the second turn after the early Italian tourists clear. Order the seafood risotto and a Neapolitan pie, not the long Italian-American add-ons.
